David is the founder of DSoft Technology. David graduated from the US Air Force Academy in 1987 with a Bachelor of Science degree in Engineering Mechanics and later received his Master of Science degree in Systems Engineering from the Air Force Institute of Technology. His domain experience ranges from work on military, civil, and commercial space-related projects as an engineer/analyst and military operations planner and operator, to ecommerce projects as a systems engineer and project manager.
Performance Highlights
ATHENA is a digital repository and collaboration tool built for facilitating Model-Based Systems Engineering (MBSE) development. Earlier versions were developed to support the Space Warfighting Analysis Center (SWAC) and the Space Security and Defense Program (SSDP). ATHENA has since expanded to meet the needs of users across security classification levels, from unclassified all the way to SAP enclaves.
ATHENA’s massively user-centric interface powers an intuitive, behavior-driven search engine. Users can quickly find and retrieve relevant content from thousands of items in the Postgres data lake using keywords and tags, and mix-and-match content to build their own complex projects through a simple drag-and-drop interface.
The flat directory structure eliminates folder trees, making it virtually impossible to move or lose a file, while the relational database manages the connections between pieces of content. Account administrators can fine-tune user permissions and access for greater hold on sensitive information.

Nation’s Finest is a 501(c)(3) non-profit organization headquartered in Santa Rosa, CA, which provides critical services and support to Veterans and their families. They focus on underserved (mostly rural) areas in California, Arizona, and Nevada. Services include transitional housing, permanent supportive housing, homelessness prevention, employment services, mental health, and behavior health.
Using Microsoft Power BI and publicly available data from the US Census Bureau, Housing and Urban Development (HUD), and the Department of Veterans Affairs (VA), DSoft Technology designed and created an interactive dashboard to visualize Veteran demographics and the services available. Map boundaries include state, county, and HUD Continuity of Care (CoC) regions. The Power BI solution has filtered reports to compare different geographic regions at a point in time and to view the same region for changes over time.
This data visualization platform produces geographically oriented, actionable knowledge for Nation’s Finest resource allocations within currently serviced area and identifies new areas for investment. Nation’s Finest anticipates using this tool in planning their expansion of services to other states.
DSoft Technology supports the National Interagency Fire Center (NIFC) with project management, design, development, programming and system administration of the Enterprise Geospatial Portal (EGP), a suite of web-based applications for coordinating wildland fire fighting efforts at the national level.
DSoft Technology partners with teammates to bring Geographical Information System (GIS) expertise, innovative tools, and wildland firefighting experience to EGP. It uses 3rd-party applications to fuse and visualize multi-source GIS resource data to deliver real-time two-dimensional (2D) renderings and FireGlobe for three-dimensional (3D) terrain mapping of fire perimeter and operational fire-fighting activities.
